Phyllis Eloise Kerr was born May 30, 1940, near Bandon, Oregon to Perry & Eva Plaep Ashcraft. The family moved to Lakeview when she was 6 weeks old. She attended 1st – 8th grades at Union School on Westside. Phyllis graduated from Lakeview High School in 1958. She also served as a rodeo princess of the Lake County Roundup the summer of 1958. She attended Southern Oregon College in Ashland on the Daly Fund Scholarship. She married Roy Kerr in June of 1962 and together raised two sons and two daughters.

Always an animal lover, Phyllis was a 10-year 4-H member as a youth and later served as a volunteer 4-H leader for 50 years. She served in numerous offices in the 4-H Leader’s Association and was inducted into the 4-H Hall of Fame at OSU in 2018. She was an avid supporter of Camp Cottonwood where she served many years on the Board of Directors. She had many fond memories of helping with improvements in the camp and as 4-H camp director. Roy & Phyllis were foster parents in Lake County for 15 years giving love and support to numerous youngsters. It was through this program that they adopted their youngest son, Joe.

Phyllis was an active pro-life advocate. She served as a representative of the Boys & Girls Aid Society in Lake County in counseling and adoption services. Always concerned with the education of children, she helped organize Beth-Zur Christian School in 1987 where she was the lead teacher. The school was active until 1997 when the Kerrs moved to Davis Creek, California where Roy worked for Lake Shore Ranch. Phyllis loved the small community, especially the history of the area and how it overlapped with Lakeview persons and events. She worked with Davis Creek members on improving the historic church with its old pump organ, the schoolhouse, and grange hall.

Phyllis’ first love was her Savior, Jesus Christ and she fellowshipped with congregants of First Lutheran Church where she taught Sunday School and played the organ. In later years, she joined First Baptist Church where many friendships were formed. In 2019, Roy & Phyllis moved to La Pine, Oregon to live with daughter Judi and husband Ted Hasse. She joined fellowship with Living Water Baptist Church of La Pine. Roy & Phyllis celebrated their 61 years of marriage last June.

Phyllis died January 31, 2024, at home in La Pine. She is survived by her husband, Roy Kerr, daughter Jacque Emley (Mark) of Hamilton, Texas, son Jaime Kerr (Mary) of Madras and daughter Judith Hasse (Ted) of La Pine, daughter-in-law Karen Kerr of Boone, Iowa, 14 grandchildren, and 15 great grandchildren, sisters Lanette Vandergaw of Anchorage, Alaska, Sharon Catterson of Burns, Oregon and Joy Lang of Meridian, Idaho as well as numerous nieces and nephews. She was preceded in death by her parents, infant son, Roy Charles Jr. and son Joseph Justin Kerr.

A memorial service for Phyllis will be held at the First Baptist Church in Lakeview, Oregon on Saturday, February 10, 2024, at 2:00 P.M. with a reception to follow in the fellowship hall. Phyllis will be laid to rest at the Westside Cemetery in Lakeview, Oregon.
